Sorry, but I would not call this a feature :-( - maybe it even turns out to be a security or at least privacy problem because root can read all user files until the machine is rebooted. And, BTW: To match the goal "public_html etc. accessable even if the user is not logged in", having an encrypted /home partition which is mounted at boot would be the better solution. Unfortunately the FATE entry is non-public so that I don't know what the arguments for not umounting it were.
