Wouldn't it be an option to have a energy-star package which changes the
different settings to be enery-star compliant. It can may get installed by
default, but the user have the option to remove it and the setting would be the
default one of the packages (and the system would work as the users expect or
as the users know the system from the last release).

Btw. (my personal opinion): I don't like the idea to autosuspend the system
without the user enabled it. I have now to change after each new installation
the settings for the user(s) and root to prevent unexpected suspend. An extra
package would allow me to change the settings by removing it from the
installation.
