Do e.g. smart upgrade --yes. Almost as often as not, one or more packages
timeout or otherwise fail to download. Every time this happens, smart quits
after packages download without installing any package it successfully
downloaded. If I do smart upgrade --yes --stepped, it totally stops without
installing anything or attempting to download more packages. When the failure
is timeout, it should retry harder/more often, and keep on going, and/or
install everything it succeeded to download that is not dependent on a package
that failed download.
