[Bug 439262] unpopulated / empty / weird kd4 desktop after going to 11. 1 beta3 x86 from clean 11.0 x86 (dvd installs)

update: using a normal user on this upgraded 11.1 beta3 system brings up the
desktop of that testuser (i only created this testuser during 11.0 clean
install, but never used it, nor logged into its desktop) and that desktop does
feature some icons on the desktop and also has the bar populated on the bottom
of the screen and has a startmenu that looks kinda familiar.
any hints?
