[Bug 431175] ntpd hangs during init

To run a command without timeout on directly blocking th init chain is not a
good idea you only have following options:
- start it in a way it do not block init
- add a timeout
- reinstall ntpdate
- test that the server is reachable before (but this is weak and unsecure)
For Beta 2 it maybe a workround to disable it, but only for Beta 2.
