[Bug 429467] partitioner: format -> mount relation

Since bug #427604 is now fixed, newly created partitions are suggested to be
formatted by default. And it works the way you suggest (format && mount) in new
installation. Not in the installed system, however. There, format &&
do-not-mount is proposed and it is up to user to decide whether and where s/he
will mount the partition.
For editing existing partitions, do-not-format is the default.
Mount/do-not-mount is set according to current status (if the partition is
mounted, mount is chosen and vice versa).
The text in comment #1 will be fixed, of course.
