UPDATE:
This seems to occur more often when you have maximized windows (in case if it
is not being hidden, just allowed to being coverred by windows).
Panels seems to always disappear behind last focused window - you can bring it
back by switching to another desktop, clicking it and then switch back.
But it will disappear again under when you focus a window. In case if you use
"autohide" option it will never came back in front no matter what you do. It
seems like edge is not triggering raise action any more.
