I sometimes have to use osc build --clean when building on openSUSE_Factory
because zlib will need to be updated but build assumes that it can remove and
install it the way it will remove and install any package. This breaks rpm and
the installation fails. build should treat preinstall packages as preinstall
when they need to be updated as well.
