currently packages download install... download install.. download install.
this is wasteful as downloading has nothing to do with installing.

it should be initiate download of all packages (in parallel (425031) ) this
will have to create locks... in case the installer needs to install a package
not yet finished downloading...

then it should start installing packages as soon as the first are downloaded.
