[Bug 421735] after updating KDE from 3.5.9 to 3.5.10 NetworkManager fails

It appears it is known problem, libnl cannot be too new, otherwise NM won't
work. It would be good to change the spec for NM and check not only minimal
libnl version but also maximum.
Just in case, the issue I found (and the solution as well).
