I only had to activate the device once in Vista (the only reason i ever booted
it ;-), otherwise it would be totally invisible in Linux (no ttyUSB* ports at
all). There is a small gadget in vista that pops up once i press the
Bluetooth/WLAN/WWAN button, there i could enable / disable Bluetooth, WLAN and
the UMTS card separately. I enabled them all, then shut down Vista and booted
Linux. The card works happily ever after.

Later I got the Mainboard replaced on warranty, then I had to repeat the card
enablement.
