Patch for /sbin/ifup-dhcp

Somewhere between SUSE 10.1 and 11.0, dhcpcd started setting the host name to
the FQDN rather than the short name. It's not clear that this change was
intentional. It looks like it's the result of a change in how dhcpcd
interprets its arguments that happened in version 3.1.0.

Up to version 3.1.0, "dhcpcd -H" would set short host name.
With version 3.1.0, "dhcpcd -H" started setting the FQDN,
and "dhcpcd -HH" gives the original behavior (short host name).

I'm attaching a patch to /sbin/ifup-dhcp script that restores the old behavior.

If this change was in fact intentional, I hope some one will set me straight
(and perhaps provide a rationale).
