Every package that show up in a product (SLE*, openSUSE,....) is build
in autobuild (or now buildservice). So yast2-heartbeat has to be in STABLE. Not
every package in STABLE will be in openSUSE.

Afair, yast2-heartbeat used to be enterprise products only package. Though it
is being built for stable, it was (looking back at 10.3 and 10.2) not part of
openSUSE. Yet is being built for stable. Not sure if this is intentional or
the
package has just been omitted from the media by mistake. *confused*
