clock modulation does not reduce the speed of the CPU, only the duty cycle ->
it does not save any power. The same can be achieved with throttling - it makes
no sense, however (other than preventing thermal meltdown in case of hardware
malfunction, but the BIOS usually does that anyway).

These CPUs that "need" p4-clockmod don't have cpu frequency scaling at all.
