Well, the README does not say that this is "exactly the right place to add
udev rules", the sentences are:

The automatic module loading did not change much. The only difference is that
udev calls 'modprobe $MODALIAS' directly and not via /bin/hwup as before. If
you want to load another driver for a device now you have to write a udev rule
instead.

There is AFAIS no instruction to edit this rule file, but IMO "you have to
write a udev rule instead" is also not completely correct in this context;
it should be usually not needed. I'll remove this "edit" sentence.
To pass module options, a line like:
options <module name> <module options>
can be added to /etc/modprobe.conf.local.
To load a different module, it may be needed to edit one of the files
bellow of /etc/modprobe.d/, e.g. blacklist.
But when one module is blacklisted and the another one that is used by
default does not work, it is always a good idea to report a bug.
