I agree completely to what you have said and afaik we always try to
use the nodeadkeys variant as default when a German keyboard was selected
during installation. To make sure whether this is a sax2 or an installation
problem I need the information from:

   cat /etc/sysconfig/keyboard | grep ^KEYTABLE

and

   sysp -q keyboard
