[Bug 336678] yast should lock 64bit on 32bit ppc

I suggest to revisit the requirement for the locking code.
The only reason is and was the wrong Requires: foo-XXbit in certain packages.
All this can be done with proper Recommends, Supplements etc in the packages.
Comment #69 seems to be a correct implementation for a SoftRequires
kernel-ppc64.ppc.rpm can be installed on any system, because the scripts check
wether the running system is really a 64bit host. If not, no change is done to
the bootloader configuration.
Unless the locking code in libzypp can be reused for other purposes, just
remove it.
