No, this is not a bug in bash-completion. It is not even a bug.
Bash has a variable COMP_WORDBREAKS which contains a set of characters readline
treats as separators when performing completion. By default the colon is part
of this set.
You can try removing the colon from this set, something like
export COMP_WORDBREAKS=${COMP_WORDBREAKS/:/}
