No, you have a high resolution monitor and 10 point is a length
unit equal to 10/72 * 25.4 = 3.5 millimeters. I.e. a 10 point
font should be always about 3.5 millimeters high. That means
it will use more pixels on a monitor with high resolution
to achieve the same physical size in millimeters.
The screen shot you mention in your first comment has indeed smaller
fonts, but only by looking at the screenshot we cannot know the
resolution of the monitor used. We only see that the monitor used has
1024x768 pixels. Apparently this monitor has a much lower resolution
than your monitor which leads to default 3.5 millimeter fonts using
less pixels. This looks of course smaller in the screenshot, but when
your measure with a ruler on the monitor, both is 3.5 millimeter.

No, not really. It is far easier to change the dpi value in
~/.fonts.conf than changing the default font size in all applications.
