I can see your concern, but the problem is no different than files with
attributes like immutable or append only. There are additional permissions on
the files that can't accurately be reflected in the standard UNIX mode bits or
with extended attributes.
/proc/<pid>/fd is protected from other users. The cwd, exe, and root links fall
under the same protections. File descriptors belonging to other users when you
don't have the CAP_PTRACE are off limits.
