No it should not as on RUN_PARALLEL="yes" the Makefiles

  /etc/init.d/.depend.boot
  /etc/init.d/.depend.start
  /etc/init.d/.depend.stop

are used. Beside this the helper program startpar(8) waits
exactly on every dependcy of a script.

Beside this which of the two scripts are used

  /etc/init.d/earlyxdm
  /etc/init.d/xdm

please note that the first is used if HOME is not mounted
by NFS over network.

IMHO /etc/init.d/earlyxdm should depend on /etc/init.d/kdm
which is currently not.
