hot upgrades are about impossible in the general case. Switching from
kernel-default to kernel-pae, changing from devs to dynamic udev, etc. There
are so many issues with it - the rpm payload is just a tiny nuance. We can add
work arounds to make it work 80% instead of 60%, but I don't consider this 20%
gap critical.
