rpm --verbose -Uvh aaa_base

The bug is reproducible with a chroot:
rpm -r $PWD -e aaa_base --nodeps
rpm -r $PWD -ivh <10.3's aaa_base>
rpm -r $PWD -Uvh <11.0's aaa_base>
