Werner, 'rpm [-U][-i] nscd' must be possible (without knowing the context in
which it is beeing run). We have to handle such situation in %post.
YAST_IS_RUNNING was invented for other purposes anyway.

Suggestion: why not use insserv -f always? AFAICS, if insserv fails with -f,
the service won't get installed anytime later anyway. Or why not handle the
failed insserv within the script and print a warning to stderr instead of
failing?
