This is a patch from the upstream
http://bugzilla.gnome.org/show_bug.cgi?id=519188, which has not made it into
the gnome-2-22 series yet.  It makes things better in click-to-focus mode, but
it doesn't completely solve the problem.  From what I posted in
http://bugzilla.gnome.org/show_bug.cgi?id=531609#c4 :

- Use click-to-focus in Metacity.
- Have a full-screen window with the input focus (e.g. gedit)
- bring up the panel clock's popup
- Click on "Set" in a timezone

The auth dialog will appear above the full-screen window, but *below* the
clock's window.

This works fine in sloppy-focus.
