Strange, how did you came to the POSIX values...

Because you are not setting country but the timezone. If you want to set de_AT,
open YaST Langauge, go to "Details" and select "de_AT" in Detailed Locale
Setting. After that, what does your 'locale' command say? And what is in
/etc/sysconfig/language?
