OK, seems fair.

I have removed the "ServiceRestart" line from the sysconfig entry as there
is no value in restarting sm-notify, it has already been run by this time.
The options cannot meaningfully take effect until the next reboot.
I also added the args to the place in init.d/nfsserver where sm-notify
is run.

I don't think this justifies an update for 10.3 but these changes will be
in the next release (11.0?).
