I think the applet has to remember it. The services are started via dbus
activation, and only the "critical" service input (needed to log in) is started
always.
But please check back with latest FACTORY, with the update to bluez-3.30 the
services were converted to plugins and so this problem might be already solved:
hcid[3742]: Registered manager path:/org/bluez/network
hcid[3742]: Registered server path:/org/bluez/network/nap
hcid[3742]: Registered server path:/org/bluez/network/gn
hcid[3742]: Registered server path:/org/bluez/network/panu
hcid[3742]: Registering service

hcid[3742]: Created input device: /org/bluez/input/pointing0

hcid[3742]: Registering service
(i don't have bluez-audio installed on that machine).
So it looks like all services are now started automatically (and i might have
to look at how to disable one specific service ;-)
