Don’t try it in a Qt widget, open an xterm with Control+Shift+Alt+x
and try it there. Then you can reproduce it without being
confused by the encoding problem caused by the missing library.

This is broken another way: when I try to write czech characters in the xterm,
nothing is shown. But the cursor moves - maybe it is a font problem?
Switching to US layout via shift-shift is possible and than I cannot reproduce
the original problem. (I tested with Alpha 3.)

Anyway, I don't see why YaST module should be responsible for this bug. The
command it calls looks correct and is indeed the same as in previous versions.
