Frankly said, Egbert is right, there is no mechanism for selecting the right
default font size.

One workaround here (which should be implemented anyways) would be to limit the
default font size to a minimum of - say - 8 pixels for general applications in
the toolkit. As in some circumstances you need smaller fonts again (e.g. for
viewing scaled documents), only the calculation of the default font size should
be adapted, not the actual font selection. I don't know where this is located
in the typical toolkits.

Actually, I'm unsure, but maybe the default font size should be fixed in number
of pixels (suggesting 8, 10, or 12, has to be tested). This only won't work
well if displays start to have much higher dpi values (e.g. if a display with
300dpi comes to the market - which I doubt for the moment, because Windows
won't be able to deal reasonably with it ATM).
