I see this issue on my laptop and I only have one display and no dual head
setup. So I don't this is completely accurate. And for what it is worth, the
issue goes away when I turn on XGL.

This is not an intel driver bug. It's the result from having a monitor with
lower resolution than the internal display, and the current code going for the
first available xinerama screen (for which it shouldn't have any preference).
I see this issue on my laptop and I only have one display and no dual head
