This does not happen in 10.3, despite the "1 4" thing. For one thing, the filesystems in question are "noauto,user", so even the fact that an fsck is requested (the idea was to fsck when they are mounted manually later), that should not halt the boot sequence. A filesystem that is not to be mounted during boot should not halt the boot sequence. Give a warning if you must, but do not stop the sequence: the administrator defined it "noauto", so it is not mandatorily required during boot.
