It would refuse the restart until a minute or so later. This was apparently due to the processor overheating. I started checking the cpu temperature on the console, and found that the processor got hotter while yast was displayed. I finally managed to get it installed by frequently switching to the console for a few minutes at a time. I think that enabling cpufreq during install should solve this.
