[Bug 343865] apache2 starts too early & fails bind due to missing interface on boot

Don and CD, please try out the insserv packages in the attachment
#202732 or attachment #202733 depending on your architecture.
With this the first insserv call should enable a service in .depend.start,
depend.stop, and .depend.boot. Please note that for parallel booting the
services should mentioned be within the TARGET variable. For the dependency
resolution the other makefile like entries counts but not the links.
This is how startpar(8) in its makefile mode works if in /etc/sysconfig/boot
the variable RUN_PARALLEL is set to "yes".
