If thunderbird tries to start gpg-agent when no ~/.gnupg directory exists it
will hang.

To reproduce:
* Make sure gpg-agent isn't running and that no ~/.gnupg directory exists.
* Start thunderbird.
* Click OpenPGP->Preferences. This will make thunderbird start gpg-agent.
* Thunderbird hangs.

Killing gpg-agent brings thunderbird back to life.
