NetworkManager has never been able to use anything except dhclient, not on
suse, not on any other distribution so that can't be the reason.

Anyway, isn't it a dhclient bug not NetworkManager bug if it doesn't work from
command line either? I don't think porting NetworkManager to dhcpcd is a
solution to fix one questionable bug in dhclient. Reassigning to the dhclient
maintainer.
