Scroll bars for regular dialog content are generally not a good idea. If a
dialog needs to be scrolled because otherwise input fields, buttons and other
regular widgets disappear, it is overcrowded, and it should be redesigned.
Content (lists, trees, rich text / HTML, etc.) are another matter: There is no
reasonable way to foresee the amount of required space, so a reasonable default
has to be chosen, and scroll bars are added as needed.
But fixed widgets like buttons and input fields should not disappear. Their
number and thus the overall dialog size are known in advance. If there is not
enough space for them, typically there are simply too many of them for one
dialog. This is also an indication of too much complexity for that dialog.
In that particular example, there is no good reason why the "proxy user name"
input field should be so wide. For the URL fields - well, OK, a bit too wide
for my personal taste, but URLs might be pretty long. But not so user names.
Also, the default main window size should probably be increased to accomodate a
reasonable amount of widgets.
