The popups are still not modal and _both_ fvwm2 and icewm place them top left.

How to test:
- start Alpha2 installation, click Next without agreeing to the licence terms.
- the popup appears in top left and clicking the green window hides it (you
need to hit Alt+Tab to )
- Ctrl+Alt+F2, scp the file 'fvwmrc.yast2' (from 10.3 yast2-installation.rpm)
to /root/.fvwm/
- run DISPLAY=:0 fvwm2 -r -f fvwmrc.yast2
- Ctrl+Alt+F7, try again, the behavior will be the same

=> It's not an icewm bug but a bug in the qt4 ui.
