run "/sbin/yast2 timezone"

After this is up and ready, click on the "Change..." button in the "Time and
Date" section.

First issue - This step of just pulling up a screen to change the time ( not
actually even making a change ) requires a long delay while it accesses package
management.

Second issue - I got an error message indicating that package management access
was not possible - I assume because the updater was querying it in the
background.

Why do I need to have this slow access just to change the time - I hit the
"continue without access" button on the error dialog and successfully changed
the time anyway
