perl-Net-IP make check fails in some regex matching.
its not clear to me what ip_range_to_prefix() is supposed to do.

t/ipv6....panic: unknown regstclass 0 at
/usr/src/packages/BUILD/Net-IP-1.25/blib/lib/Net/IP.pm line 1450.

the testsuite passes with the attached debug.patch
