AFAIK package manager related updates should always be installed first and then restart YOU or opensuse-updater.
From user perspective a "package manager restart" is additional effort to run yet another update (service interruption), having this said we like to avoid
Yes and no - I wouldn't be a problem to install all updates related to update stack with package manager stack to use always newest update stack. this flag if the changes are not critical for update stack operations. I will not close this bug right now, a engineer from zypp/yast should make sure that Marcus and I have not missed a critical change.
