I don't understand. Without the kernel patch, some of the keys just don't
produce any event in evdev, right? (because there is no mapping from the
respective HID usage code that is produced by the keyboard to input keycode).

no it does not require a kernel patch. X can as well translate the keycodes
by itself using its keymap. It just has to use evdev because some codes
cannot be passed otherwise.
