Regarding "restart the printer" in your particular case:
As you use the "hp" backend (from HPLIP), I assume you also
get the problems described in bug #334166 and also see
https://bugzilla.novell.com/show_bug.cgi?id=337794#c25
Regarding disabled queues in general:
See the section about "The Backends" in

and have a look at

and the "beh" backend error wrapper at

We provide the "beh" backend in our cups-backends package
but note what the above URL reads:
"beh works with every backend except the hp backend from HPLIP.
If beh is used with the hp backend, the HP Toolbox will not
find the printers any more."
I close this bug report as "worksforme" because there was
no real bug in the software to be "fixed" (something was
messed up in your particular configuration).
