I think this is no dependency, and if the user wants to remove the irqbalance package, it's still possible to run the kernel and he should not run into dependency conflicts. I think we should make the kernel dependency list as small as possible. I think that still comes from the time where we had a kernel-smp and only kernel-smp "required" the irq balancer and not kernel-default. But that time is over.
