In the source file epl_docs/epl-protocol.pdf there is this section:

Epson Seiko has a patent application family which applies to the US,
Europe and most of the civilized world which details a more primitive
version of the compression algorithm. Therefore, the compression
algorithm should not be used for any other purpose than for
interacting with the Epson EPL printers.

As far as I see this means the following:
When someone buys suc a printer, he must have got a license
to use the patented compression algorithm on his computer
because otherwise no data could be sent to his printer.
On the other hand this means that only an owner of such a printer
has a license to run the compression algorithm.
But if we provide the driver in our products, we cannot control
who runs the compression algorithm.
As far as I see, the legal issue behind is the same as with drivers
for ZJStream printers (which use JBIG as compression algorithm), see
bug #263181 and in particular see Markus Kuhn's explanation at
https://bugzilla.novell.com/show_bug.cgi?id=342704#c1
I reassign it now to our license ecperts to get a decission
if we can provide the epsonepl driver or not.
