Well, I'm not able to do the check if the packages were installed some other
way, because the list of packages for language support is computed by package
manager using Pkg::SetAdditionalLocales and for that the system must be already
initialized.
However, I could remove this call when we are only removing some language
support, not adding anything new. This should cover your case (which is the
most common anyway). Now I see that it doesn't uninstall anything, which is
probably a bug, since it was expected to work that way. The question, how
should it behave is up to PM.
Stephan: if user in "yast2 language" module removes a language from a list of
secondary languages, should the packages with a language support for it be
removed as well?
