I came across this issue when testing a fix for bug #335246. 

How to reproduce:
* Run 'yast language'
* Select some not-yet-installed language e.g. Hungarian
* See all the annoying repository scanning popups, then related language
packages get installed (ok, this time it is necessary)
* Run 'yast language' again, and switch back to some already-installed language
e.g. Czech
* Now see all the annoying repository scanning popups again, but nothing new
gets installed this time (why so, if everything needed for this language is
already there)

Please, add some check if required packages are already installed and if yes,
do not run repository scanning. If the user has configured many repositories,
it is very time-consuming and completely useless step, provided that (s)he only
wants to switch the locale.
