After swapping out the Copyright: for License: on line 7 of the specfile you
can use:
rpm -qp --qf '%{Name} %{Version} %{License}\n' epsoneplijs-0.4.0-1.src.rpm
to display
epsoneplijs 0.4.0 Copyright (c) 2003 Hin-Tak Leung, Roberto Ragusa.
Distribution and Use restricted.
I was expecting a GPL license comment there, given that at least 46
non-build-only GPL v2 or later files in there. The comment in the README
regarding the epl_compress.c file is also unusual - the package is licensed
under the GPLv2 or later, meaning that according to Section 6 no additional
restrictions may be placed on (re)distribution, though admittedly it is a
matter of interpretation if the authors of epl_compress.c are making those
terms part of the redistribution conditions.
Johannes was right to express caution with regard to the licensing terms of the
package. If SUSE/Novell is to incorporate a certain degree of risk (perceived
or otherwise) to distribute a package, it is normally done so using the Feature
request system. The business case is evaluated accordingly.
Alternatively, it is possible to maintain the package yourself in the opensuse
build service. The sourceforge project even provides a src.rpm
