patch for connecting failure at the first time
Hi, Magnus.
The reason is that the racoon doesn't finish to start when the VPN
client(nvpn) connect the VPN server.
And now after I call the script of starting racoon, wait a little time, then
call the VPN client connect.
And in my testing environment, it works well.
