I've done what you told me in comment #14.
I'm wondering why you can't reproduce this issue. It's rather easy. Just make
sure that your first keyboard layout has no variant set ("basic" in SaX2). Then
add a second layout, also without a variant. For example "us" as first and "de"
as second. If you only set one keyboard layout, then XkbVariant is not set at
all ==> no problem. At least this is my experience.
